National Assembly Majority Leader Kimani Ichung'wah has made a bombshell confession, revealing the specific legislative strategy the government used to pass the controversial proposals from the rejected Finance Bill 2024.
Speaking in Laikipia, the top-ranking MP admitted that after widespread protests forced the President to withdraw the original bill, the administration broke it down into smaller, separate pieces of legislation.
His stunning admission provides the first official confirmation of how the government bypassed the public's overwhelming opposition to implement its financial agenda.
The National Assembly Majority Leader explained that the initial rejection of the entire bill was a setback for the country.
He stated that when the President refused to sign it, all the "good parts" of the bill were lost along with the contentious clauses.
According to him, this is why the construction of many development projects, including key roads, has been delayed.
He then revealed the government's solution to this problem, stating bluntly, "We divided the Finance Bill 2024 into four bills, and passed them."
Hon. Kimani Ichung'wah framed his revelation as an act of honesty, telling the congregation that as leaders, they have a duty to tell Kenyans the truth, even when it is difficult.
He acknowledged that government spokespersons are often not trusted by the public, admitting, "We are often not believed."
He therefore appealed directly to the church to help the government in communicating the truth to the people, blaming the initial public outcry on a "culture of misinformation and disinformation" that he claims is "destroying the fabric of our nation."
The Majority Leader’s candid admission sheds light on the parliamentary manoeuvres that took place behind the scenes following one of the most intense periods of public protest in recent Kenyan history.
He explained that after listening to the public during participation forums and removing the unpopular clauses, they were told to reject the entire bill, not amend it.
His confession confirms that the core financial proposals were repackaged and passed through Parliament, effectively achieving the government's original goals through a different legislative route.
