President Ruto Gets New Security Advisor Ahead of 2027

Former Inspector General of Police Joseph Boinnet has officially taken over as Kenya’s National Security Advisor, succeeding Monica Juma in a handover ceremony held on April 14 at the University of Nairobi.

Boinnet, who had been serving as Deputy National Security Advisor since his appointment by William Ruto in 2023, now assumes the top advisory role following Juma’s transition to the United Nations.

Juma has been appointed by António Guterres as Executive Director of the United Nations Office on Drugs and Crime and Director-General of the United Nations Office at Vienna. 

The handover was described by EU Ambassador Henriette Geiger as a reflection of Kenya’s growing influence in global governance.

In his new position, Boinnet will advise the President and the National Security Council on matters of national security, including integrating domestic, foreign, and military strategies.

His role also involves assessing threats to national sovereignty, conducting annual security reviews, and enhancing coordination among security agencies as outlined under Article 240 of Kenya’s Constitution.
